What Is a Panama Cédula?

A Panama cédula is the official national identification card issued by the Tribunal Electoral. Foreign residents receive an E-series cédula (E-cédula) once their residency is approved and properly registered. The "E" confirms you are a legal foreign resident rather than a Panamanian citizen.

Once you have it, the cédula becomes the document Panama's institutions actually want to see. Banks, insurance companies, utility providers, and government offices all work more smoothly with it than with foreign immigration paperwork.

Common uses include banking, insurance, utility contracts, apartment rentals, driver's license procedures, medical services, and general government procedures.

Who Can Apply?

Foreigners who have received approved permanent residency in Panama are eligible to apply for an E-cédula. This includes holders of the Pensionado, Friendly Nations, Qualified Investor, Professional Residency, Family Reunification, Reforestation, and Self Economic Solvency visas. Tourists and short stay visitors are not eligible.

Important: Residency approval alone does not trigger the cédula process. Immigration registration with the Tribunal Electoral must also be properly completed before an appointment can be scheduled.

How to Get Your Panama Cédula

The process starts after your permanent residency has been approved. The Tribunal Electoral appointment itself is a single visit — the physical card is then ready within approximately 7 to 15 business days.

01

Obtain the Resolution

We obtain the official residency resolution through Immigration Panama. This is required before the Tribunal Electoral will schedule an appointment.

02

Prepare Documents and Schedule

Once the resolution is confirmed and immigration registration is verified, we review your documents and schedule the Tribunal Electoral appointment. Typical documents: valid passport, passport style photos, residency resolution, immigration registration records, and government filing fee of $75 USD. A reduced fee applies for women over 57 and men over 62.

03

Attend the Appointment

Your photo is taken, fingerprints registered, signature captured, and identification verified. Completed in a single visit.

04

Receive Your Cédula

The physical E-cédula is ready within approximately 7 to 15 business days. You may collect it yourself or authorize our office to pick it up on your behalf.

Pickup Options

Personal Pickup

Return to the Tribunal Electoral to collect directly. Standard option if you are in Panama City and available within the pickup window.

Authorized Pickup

Sign an authorization and our office collects on your behalf. Useful if you travel frequently, live outside Panama City, or have already left Panama temporarily.

Cédula vs Passport

Your passport and cédula serve different purposes and are not interchangeable.

DocumentWhat It ProvesUsed For
Passport Your nationality and citizenship International travel, entry and exit from Panama
Panama Cédula Your legal residency status in Panama Banking, contracts, utilities, government procedures, local ID

Many institutions in Panama prefer the cédula for local procedures because it is easier to verify within Panama's systems. Some banks allow initial account opening with a passport, but most request the cédula once residency is finalized. Many residents are surprised how quickly it becomes essential after moving.

Common Problems

Many residents assume the process is automatic after residency approval. In practice, these four issues cause most delays and failed appointments.

Incomplete Immigration Registration

Residency approval alone is not enough. Immigration registration must be properly completed before the Tribunal Electoral will schedule an appointment.

Expired Passport

A passport with insufficient validity can block the appointment or require updated documentation before proceeding.

Incorrect Residency Information

Immigration records must accurately reflect your approved residency category. Mismatches require correction before the cédula can be issued.

Missing Documents

Even minor documentation gaps can delay processing or require additional appointments. A document review before scheduling prevents most of these issues.

Renewing Your Cédula

E-cédulas for foreign residents are renewed every 10 years at a Tribunal Electoral office with photo services. The renewal fee is $75 USD, with a reduced rate for women over 57 and men over 62. You will need your current or expired cédula, a valid passport, residency documentation if requested, and the renewal fee.

Passport renewal note: If your passport has been renewed since obtaining residency, immigration records may need to be updated before the cédula renewal can be completed. Renewing before expiration avoids disruption to banking, insurance, and government procedures.

Frequently Asked Questions

How long does it take to get a Panama cédula?

The Tribunal Electoral appointment is completed in a single visit. The physical E-cédula is then ready within approximately 7 to 15 business days.

Is a Panama cédula the same as residency?

No. Residency approval comes first through Immigration Panama. The cédula is the identification card issued afterward by the Tribunal Electoral. You cannot apply for the cédula until residency has been approved and properly registered.

Can tourists get a Panama cédula?

No. Only foreigners with approved residency may apply. Tourists and short stay visitors are not eligible.

What is the difference between a cédula and an E-cédula?

Foreign residents receive E-series cédulas. The "E" identifies the holder as a foreign resident rather than a Panamanian citizen. The two terms are used interchangeably in everyday practice.

Do I need a Panama cédula to open a bank account?

Some banks allow initial account opening with a passport and residency documentation, but most request a cédula once residency is finalized. Having one considerably simplifies banking and ongoing compliance.

Can my cédula be renewed?

Yes. E-cédulas are renewed every 10 years through the Tribunal Electoral. If your passport has been renewed since obtaining residency, immigration records may need to be updated first.

Can someone pick up my cédula for me?

Yes. You can sign an authorization allowing our office to pick it up on your behalf, useful if you travel frequently or have already left Panama after your appointment.
